A data analyst creates reports and dashboards from existing data. A data scientist builds statistical models and ML experiments. A data engineer builds the infrastructure that makes both of their jobs possible - the pipelines that collect, clean, and deliver data. If your analysts are spending time cleaning data instead of analyzing it, or your data scientists can't get reliable training data, you need a data engineer first.
